Energy Efficiency and Renewable Energy incentives

New Building Efficiency program
The New Building Efficiency program provides services to help improve the design and energy performance of a new building or major renovation project. The program offers financial assistance, energy modeling and design assistance, and commissioning oversight assistance to new commercial or industrial building projects in PGE, Pacific Power, and NW Natural territories. Additions and major renovations to existing commercial or industrial buildings also qualify. The New Building Efficiency program provides standard and custom incentives for equipment upgrades such as lighting and controls, motors, drives, HVAC and natural gas equipment. Technical services and financial incentives are available for projects in the schematic, design and construction document phases to improve building performance. Technical assistance funding is available for energy modeling, design assistance and other energy services. Pre-approval for projects is required.

Building Efficiency program
The Building Efficiency program helps businesses identify and implement energy saving projects in existing buildings. The program offers financial incentives and technical support for high efficiency equipment, energy audits and commissioning oversight assistance for existing commercial, institutional, and agricultural facilities in PGE, Pacific Power and NW Natural territories. Two types of incentives are offered—standard and custom. Standard incentives are available for the retrofit of motors, lighting equipment and HVAC equipment. Custom incentives are available for projects that save energy using equipment not eligible for standard incentives. Pre-approval for projects is required.

Production Efficiency program
The Production Efficiency program works with Oregon industries to save energy and money. The program offers industrial customers of PGE and Pacific Power financial incentives and technical assistance for improving the energy efficiency of manufacturing processes. The program also offers commissioning oversight assistance. Pre-approval for projects is required.

Multifamily Home Energy Savings program
The Multifamily Home Energy Savings program offers financial incentives and assistance with Oregon State Energy Tax Credit applications for the installation of energy-savings measures in existing multifamily units of five units or more in PGE, Pacific Power or NW Natural territories. Financial incentives are available for installation of high-efficiency windows, water heaters, insulation, and other energy-efficient equipment. Pre-approval for projects is required.

Solar Electric program
The Energy Trust offers a variety of services for businesses installing solar electric (photovoltaic) systems. The program includes financial incentives, service and support, and when combined with federal and state tax credits, can lower the total cost of a photovoltaic (PV) system by about 50%. Once installed, a typical PV system can save 10% to 15% on your electric bill. Projects may also be eligible for a Business Energy Tax Credit through the Oregon Office of Energy for approximately 35% of installed system cost applied over 5 years.

Solar Water Heating program
The Energy Trust’s incentives for solar water heating installations, coupled with tax credits, help make solar water heating increasingly cost-effective. Solar water heating systems are compatible with existing electric or gas water heaters and can be installed on office buildings, community buildings, agricultural, and municipal facilities. If you have an electric water heater, you must be an Oregon customer of PGE or Pacific Power; if you have a gas water heater, you must be an Oregon customer of NW Natural.

Open Solicitations
The Open Solicitation program provides opportunities to receive financial incentives and support for innovative applications of renewable energy technology. The program is designed to support renewable energy projects that are not eligible for other Energy Trust renewable energy programs. Eligible renewable technologies include new electricity generation facilities or new additions to existing facilities fueled by wind energy, large or innovative solar energy applications, geothermal, and hydroelectric facilities located outside protected areas.

Storefront Improvement Program

The Storefront Improvement Program provides cash grants and technical assistance to business and property owners for a variety of improvements, ranging from painting to new windows, doors, lighting and awnings. Buildings must be located in eligible neighborhoods.

Development Opportunity Services (DOS) Program
Assists property owners with technical assistance and grants to assess the feasibility of redeveloping property along commercial main streets in eligible neighborhoods. The program pays 80% of the cost of feasibility studies (e.g., market analysis, environmental, architectural or engineering studies) up to a maximum of $12,000.

Economic Opportunity Fund
The Economic Opportunity Fund encourages quality job growth, high-density employment and investment in targeted industries in urban renewal areas. It serves a wide and diverse range of the business community, from small business to developers to large corporations. Rewarding investment in urban renewal areas is the cornerstone of the Economic Opportunity Fund (EOF). Its flexible incentive amounts are intended to cover a wide variety of needs related to company expansion or relocation, including infrastructure, permit fees, system development charges, sustainability investments, tenant improvements, site acquisition, and manufacturing improvements.

Sustainable Business Assistance Program
The Sustainable Business Assistance Program encourages innovative strategies to eliminate waste, reduce the use or generation of toxic chemicals, and evaluate water/energy efficiency strategies for building renovation and site development. The program is operated by the Zero Waste Alliance. Matching funds of up to $7,000 are available. In-kind labor and equipment purchases may be used toward the match. Funding is dependent upon a project’s location.

Green Investment Fund

The Green Investment Fund is a competitive grant program that awards highly innovative and comprehensive residential, commercial, and industrial green building projects within the Portland city limits. $500,000 is granted among multiple projects annually.
